Families with children are entitled to support from the government. This assistance is provided at both federal and regional levels. Starting in 2025, the amounts of these payments will increase. This was reported by leading lawyer of the "European Legal Service," Ekaterina Nozhenko.

— When determining the amount of a particular benefit, the size of the minimum subsistence level established at the regional level, the minimum wage, and the maximum benefit amount based on the limit for calculating insurance contributions are taken into account. These amounts are subject to annual increases, which in turn raises the benefit amount, — explained Ekaterina Nozhenko.

Indexation occurs once a year. However, it is not conducted from January 1, but rather from February 1. This applies to those benefits and payments that are adjusted based on the inflation rate from the previous year. These include the one-time payment upon the birth of a child; the monthly child care allowance, paid at minimum and maximum amounts; the one-time payment for transferring a child for upbringing in a family; the one-time payment for the pregnant wife of a conscript soldier; and the monthly child allowance for the child of a conscript soldier.

— The monthly allowance related to the birth and upbringing of a child is recalculated automatically without a formal application. This is done starting from the month when the minimum subsistence level for the corresponding socio-demographic group changes. Such allowances are paid after recalculation without requiring an application, — clarified Ekaterina Nozhenko.

The monthly allowance related to the birth and upbringing of a child ranges from 50 to 100 percent of the minimum subsistence level, depending on the family's level of need. For pregnant women, the allowance is calculated based on the minimum subsistence level for the working-age population. The allowance for a child is contingent upon the minimum subsistence level for children in the applicant's region.

— The minimum subsistence level is increased annually, and its amount is determined at the regional level. In Moscow, the minimum subsistence level for the working-age population in 2024 is 22,662 rubles, and for children, it is 19,586 rubles. Starting January 1, 2025, the minimum subsistence level will be raised to 23,908 rubles for the working-age population and 20,663 rubles for children, — explained Ekaterina Nozhenko.

In the Moscow region, the minimum subsistence level for the working-age population in 2024 is set at 18,296 rubles, and for children, it is 17,747 rubles. Beginning January 1, 2025, the minimum subsistence level will be 19,302 rubles for the working-age population and 18,723 rubles for children.

Since the minimum subsistence level increases on January 1, the amount of the unified allowance will also be raised starting January 1, 2025.

Regarding regional payments, the amount will be indexed if provided for by regional legislation. Increases are also made according to procedures established at the regional level.

For instance, in the Leningrad region, various payments to families with children will be increased. For example, the one-time payment upon the birth of a child for purchasing children's goods and food products will rise. The amount for the first child will be 36,715 rubles, for the second child — 47,205 rubles, and for the third child — 62,940 rubles.

In the Irkutsk region, starting January 1, the allowance for purchasing school and sports clothing for children will increase. Its maximum amount will rise to 3,500 rubles per year.

In the Saratov region, beginning January 1, 2025, an additional social support measure will be introduced — a monthly allowance for women who give birth to a second child before reaching the age of 25. The payment amount will be 8,000 rubles.

In the Sakha Republic (Yakutia), starting January 1, the annual cash payment for children from large families, whose average per capita income does not exceed the minimum subsistence level in the region, will be increased. This payment is intended for purchasing children's clothing. The payment amount will be 4,534 rubles.
