Starting from January 1, social benefits will increase at both the federal and regional levels. The minimum subsistence level will be raised, which affects the amount of benefits related to childbirth and child-rearing. Consequently, families across the country will receive a recalculation.

— According to the law, the monthly benefit is subject to recalculation automatically from the month the minimum subsistence level for the relevant socio-demographic group in the Russian Federation is changed. Payments after recalculation are also made automatically, explained Oksana Krasovskaya, a leading lawyer at the European Legal Service.

She provided several examples. For instance, the minimum subsistence level for a child in Moscow in 2024 will be 19,586 rubles, increasing to 20,663 rubles on January 1, 2025. In the Moscow region, it will rise from 17,474 rubles to 18,723 rubles, in St. Petersburg from 16,039 rubles to 18,749 rubles, and in the Leningrad region from 15,739 rubles to 18,405 rubles.

Additionally, working women who go on maternity leave in 2025 could receive the maximum maternity benefit of 794,355.80 rubles for 140 days. Starting in 2025, the maximum daily average wage for calculating the benefit will be 5,673.97 rubles per day.

— The calculation is based on earnings from the two previous years before the maternity leave begins. Therefore, if a woman had a good income in the two preceding years that meets or exceeds the specified amounts, she will receive the maximum benefit. This also applies to regular sick leave. Furthermore, starting January 1, 2025, the benefit for childcare up to one and a half years will also increase. The maximum monthly benefit will amount to 68,995.48 rubles, — clarified Oksana Krasovskaya.

There will also be changes in the regions. For example, in the Leningrad region, various benefits for families with children will be indexed. The one-time benefit for childbirth to purchase children's goods and food will increase to 36,715 rubles for the first child, 47,205 rubles for the second, and 62,940 rubles for the third.

The monthly benefit for purchasing children's goods and food will be indexed by 4.9%, depending on the children's age groups. For example, for children aged 0 to 3 years, it will total 878 rubles.

Furthermore, the amount of monthly cash compensation for proper nutrition for pregnant women, children under two years old, and children aged two to three will also increase. Pregnant women will receive 1,027 rubles starting from the month they submit their application with all necessary documents, but no earlier than 12 weeks into the pregnancy, while children under two will also receive 1,027 rubles, and children aged two to three will receive 913 rubles.

The monthly payment for a child registered for a spot in a kindergarten in the Leningrad region, who has not received a placement due to a lack of spots, will be 10,424 rubles.

The annual cash payment for school uniforms for large families will increase to 4,564 rubles. The regional maternity capital for the third child will rise to 109,725 rubles. The one-time cash payment for improving housing conditions for large families will also be indexed to 3,291,762 rubles.

— Additionally, in the Leningrad region, the annual payment for children suffering from certain illnesses will also be indexed, added Oksana Krasovskaya.

In the Irkutsk region, starting January 1, the benefit for purchasing school uniforms will increase to a maximum of 3,500 rubles per year.

In the Saratov region, a new law "On Monthly Benefits for Women at the Birth of the Second Child" will come into effect on January 1, 2025. This law establishes an additional measure of social support. The monthly benefit for women who give birth to a second child before turning 25 will be 8,000 rubles. The benefit will be allocated from the month of the child's birth and paid until the child turns three.

In the Sakha Republic (Yakutia), starting January 1, the annual cash payment for a child from a large family, where the average per capita income does not exceed the minimum subsistence level in the region, will increase. This payment is intended for purchasing children's clothing and will amount to 4,534 rubles.

Additionally, the region will see an increase in the one-time cash payment for providing state social assistance to large and foster families, along with a range of other social benefits.

— In the Altai Territory, the monthly benefit for individuals who adopt children will increase. Starting in January, it will be 1.25 times the minimum subsistence level for children in the region. In the Primorsky Territory, the benefit for graduates of orphanages and children left without parental care will also increase, — added Oksana Krasovskaya.
