Starting from January 1, 2025, pensioners can expect the traditional pension indexation. This will not only affect retirement benefits but will also include disability pensions and survivor pensions. The indexation coefficient will be set at 7.3%. This was announced by Marina Antonova, a leading lawyer at the European Legal Service.
— A long-awaited piece of news is the indexation of pensions for working pensioners. After January 1, 2025, the insurance pension and the fixed payment related to the insurance pension for working pensioners will be subject to annual increases just like those for non-working pensioners, — added Marina Antonova.
Changes to laws No. 400-FZ "On Insurance Pensions" and No. 166-FZ "On State Pension Provision in the Russian Federation" will come into effect on January 1. These changes indicate that individuals over 80 years old or classified as first-group disabled will receive a care allowance of 1,200 rubles. This amount is an additional supplement to the fixed payment. Furthermore, it will be indexed annually, in line with pensions.
— This will now be an addition to the pension that is granted automatically, without the need for an application. Moreover, regional authorities are independently authorized to adopt measures aimed at increasing pensions and other social payments within their budgets, — added Marina Antonova.
The amounts for pension increases at the regional level are already known. In Moscow, the minimum pension will rise to 25,850 rubles (for comparison, in 2024 it was 24,500 rubles). Social payments will also increase in the capital starting January 1, with a rise of 5.5%.
Additionally, payments for couples celebrating anniversaries and for elderly Muscovites over 100 years of age will also increase.
— In the regions, the subsistence minimum will increase, which affects various social payments and supplements. For instance, in the Moscow region, it will rise from 15,735 to 16,600 rubles, in St. Petersburg from 14,220 rubles to 16,623 rubles, and in the Perm Krai from 12,227 to 14,030 rubles, — noted lawyer Elena Kuznetsova.
She added that the amount of the fixed payment to the old-age insurance pension will increase to 8,728.73 rubles starting January 1. The value of one pension coefficient (IPC) will be set at 142 rubles and 76 kopecks.
