In December, the pension payment schedule will change. This will affect those pensioners who receive their payments in the first days of the month. Due to the New Year holidays, they will receive two pensions in December. Moreover, for many, the January pension will be higher. There are several reasons for this. In particular, the annual pension indexation for non-working pensioners. Starting from January 1, their pensions will increase by 7.3%. However, this year will be special, and not only those pensioners who received an increase in previous years will benefit. There are several significant innovations.
From January 1, both non-working and working pensioners will receive an increase in their pensions
The pension indexation from January 1 previously only applied to non-working pensioners. Working pensioners have not received an annual increase since 2016. Since then, the issue of reinstating indexation has been raised multiple times. This year, it was decided to resume pension indexation for working pensioners. Thus, starting from January 1, 2025, they will also receive an increased pension. Those who receive payments at the beginning of the month will get their January pension in December.
— Additionally, starting from January 1, the amount of the fixed payment to the old-age insurance pension will increase. It will amount to 8728.73 rubles. The cost of one pension coefficient (IPC) will rise to 142 rubles 76 kopecks, — said leading lawyer of the "European Legal Service" Oksana Krasovskaya.
Starting January 1, a supplement of 1200 rubles will be introduced
From January 1, 2025, changes will come into effect that were made to laws No. 400-FZ "On Insurance Pensions" and No. 166-FZ "On State Pension Provision in the Russian Federation." These changes state that pensioners over 80 years old, as well as first-group disabled individuals, will receive a care allowance. The amount will be 1200 rubles per month.
This allowance will be paid in addition to the fixed payment. In the future, it will be indexed annually along with the pension.
— This supplement will be included in the January pension, which will arrive at the end of December. It is important to clarify that the 1200 rubles allowance existed before, but not everyone received it. It was intended for individuals who provided care for a pensioner in need of assistance. There were also certain restrictions. For instance, the working-age person had to be officially unemployed. To receive the payment, an application was required. Now it will be automatically credited to the pensions of all pensioners over 80 years old, — explained lawyer Elena Kuznetsova.
She also noted that previously the allowance was not indexed, but now it will be indexed.
The minimum subsistence level for pensioners and related supplements will be increased
The amount of the minimum pension directly depends on the minimum subsistence level for pensioners. The latter varies depending on the region in which a person lives. For example, let's take Moscow.
In the capital, in 2024, the minimum subsistence level for a non-working pensioner in Moscow will be 16,964 rubles. With the city payment, which serves as a supplement to the social standard, a pensioner can receive 24,500 rubles.
In 2025, the minimum subsistence level in Moscow will increase to 17,897 rubles for pensioners. Residents who have lived and been registered in the capital for more than 10 years will receive an additional payment. The minimum pension amount, along with the city supplement, will total 25,850 rubles.
